Should you tip pony express (food delivery) drivers?

Pony Express is this delivery service for restaurants. Restaurants pay to have Pony Express deliver for them and customers pay $4.50 (or more) to have food delivered to them. There's a $10 minimum and it explicitly says not to forget to tip the drivers at least 15%.

However, I feel that this is ludicrous since there is already a delivery fee and I don't feel that the delivery they do is equivalent to that of a waiter/waitress in a restaurant.

Opinions anyone?

Consider that delivery drivers are actually in a hazardous job. Delivery drivers are third most likely to be murdered on the job, right after police officer and taxi driver. Also consider they often use their own vehicles and deliver in the rain or in inclement weather. Their job is to bring you your food to your door in a timely manner.

While I do appreciate that the cost for this, including delivery charge, gets expensive, you can always get it to go instead. You are paying the delivery charge to the service for advertising and overhead. The driver counts on tips, though much the same as waitstaff.Should you tip pony express (food delivery) drivers?
Noone should insult another by tipping him as though he is a menial servant. The worker should be worthy of his hire, and be paid what he is worth. The Japanese refuse to accept tips, and they are paid a living wage. Thus, they can maintain their self-esteem.
